The Ground Water Banking Project will look at the current and potential impacts of water banking and water accounting on State of Idaho law and administration. It will also look at how State of Idaho law and policy might facilitate or hinder a ground-water bank:

• Beneficial use and forfeiture
• Change in nature of use
• Transfer statutes and policies
• Existing Idaho water bank activities
• Linkage between Ground Water Accounting and surface water administration
• Delivery of water to instream environmental and recreational uses
• Water-quality concerns of managed recharge
• Fish and wildlife concerns about managed recharge
• Local public interest
